Does anyone have or recommend a program with the ability to whitelist or black list contacts or numbers?

I bought Photo Contact Pro, and it's doing a great job so far. It is really elaborate when it comes to Call management.

Try Call Firewall v1.4 freeware for Windows Mobile Pocket PC.

SPB Mobilesuite has such a list but you will have to pay for it. You do have a 14/30 day trial.
