Well, TV-Out functionality hasn't been included in the white paper. But, we know that HTC's miniUSB (Called ExtUSB) contains a TV-Out pin built in. Since the X1 is made by HTC there is a possibility that they included that, but didn't activate it by software yet.
Also, any Zune owner can tell you that there is a TV-Out cable availibe for purchase that uses the 3.5mm jack. I haven't ever used one, but I guess it's a nice thing to have.
Right now it's just a speculation on my part. I'm not ruling it out, it's just not very likely.
