Anroid is availible for phones like the Kaiser, but it completely takes over as the dominant OS and needs to be restarted after everytime you turn the device on/off.

Right now, it's not just a program or something you can run in Java. It's a complete reworking of the system. In addition to the OS, you need the proper drivers and plugins to get it to run. I could forsee the option to dual boot, but a panel? That's a really far stretch.
